Blocked Drain Responsibility Kingswood | Who Pays
Homeowner or Wessex Water? Know exactly where the boundary falls on South Gloucestershire properties so you don't pay a bill that isn't yours.
The most common argument after a drain blocks isn't about the blockage. It's about who picks up the bill.
In South Gloucestershire, including Kingswood and the BS15 to BS30 postcodes, your water company is Wessex Water. And since October 2011, the rules about who owns what changed significantly. A lot of homeowners are still working off the old version.
The boundary in plain terms
You own the drains that serve only your property. The moment a drain takes waste from more than one property, it becomes a sewer. Sewers are Wessex Water's responsibility, not yours.
Practically, that means:
- The drain from your kitchen or bathroom to the boundary of your plot, yours.
- The shared run beneath the pavement that connects your drain to your neighbour's and then out to the main sewer, Wessex Water's problem.
- A lateral drain, which is the section of pipe that runs from your property boundary out to the public sewer under the road or footpath, also Wessex Water's since the 2011 transfer.
That last one catches people out. Before 2011, you owned that lateral section. Now you don't. If the blockage is in that stretch, call Wessex Water, not a drainage contractor.
Where it gets complicated in Kingswood
Older housing stock in areas like Two Mile Hill, Soundwell, and Hanham was built long before anyone standardised drainage layouts. You'll often find:
- Shared private drains that were never adopted. Two or three houses sharing a run that Wessex Water never took on. That stretch remains a shared private responsibility between the householders, regardless of 2011.
- Unusual plot boundaries on infill developments around Cadbury Heath and Warmley where the ownership line is not where you'd expect it.
- Properties on Mount Hill and Warmley Hill where rear extensions added drainage that doesn't connect where anyone thought it did.
If you're unsure, a CCTV drain survey will trace the run and show exactly where your pipe goes and what it connects to. That's usually the fastest way to settle a dispute, especially if you're dealing with a landlord, a neighbour, or an insurance claim.
What to check before you call anyone
- Is only your property affected, or are neighbours backing up too? If it's shared, the blockage is more likely in a public sewer. Report to Wessex Water first, it's free.
- Is the blocked point inside your boundary? If the problem is clearly within your garden or under your floor, it's yours to sort.
- Have you checked your deeds or title plan? The drainage layout isn't always obvious from the outside, especially on older terraces in Staple Hill or Mangotsfield.
- Is there a manhole in your garden? If so, lift it. If it's clear, the blockage is downstream. If it's backing up, the problem is between that manhole and the sewer.
One honest caveat: even when Wessex Water is responsible, they won't always attend immediately. If you've got a backup coming through a ground-floor toilet in a Longwell Green semi, waiting isn't an option. A drainage contractor can clear the blockage now; you can pursue Wessex Water for reimbursement afterwards if the fault was theirs.
